    A new Europe-wide rule to prevent mobile phone users from building up large bills for surfing the internet via their handset has come into force.

    Customers can now require their phone firm to cut them off when their bill reaches a certain level after accessing the internet in other European nations.

    If users do not put in place a limit by 1 July, it will automatically be set at 50 euros ($65; £45).

    The phone firms will have to warn users when their bill hits 80% of the limit.

    Accessing the internet via your mobile phone while abroad is called “data roaming”.

    European Commissioner for Digital Agenda, Neelie Kroes, said: “Protection against data roaming bill shocks is a useful step towards building customers’ confidence to use mobile networks to surf the internet when travelling around Europe.

    “Such confidence is essential if people and businesses are to use the internet to its full potential.”

    The Commission added that if service providers did not honour people’s set spending limits, national regulators would deal with complaints and impose any necessary sanctions.

    The European Union has ruled the merger between Orange and T-Mobile in the UK can go ahead – with some conditions.

    The tie-up between the two would create the biggest mobile network provider in the UK with 28 million customers.

    The European Commission said certain steps must be taken to protect the UK’s smallest network operator, 3.

    The group must also sell off a quarter of its spectrum on the 1,800 MHz band, one of three frequency bands currently used by UK mobile providers.

    The new telecoms giant would control 84% is this bandwidth, which is part of the radio spectrum used for web surfing on mobile phones and is crucial to the government’s plans for the country’s future technological development.

    The Office of Fair Trading (OFT) – the UK’s consumer watchdog – was concerned about both these issues and asked the Commission to investigate further.

    ‘Resolved’

    The Commission took the OFT’s view into account and said France Telecom – owner of Orange – and Deutsche Telekom – owner of T-Mobile – could merge their UK units if they agreed to amend “an existing network sharing agreement” with 3 “to ensure that there remain sufficient competitors in the market”.

    Nokia has today announced that since the 21 January 2010 launch of the new version of Ovi Maps with free walk and drive navigation, there have been over 1.4 million downloads. The one million mark was reached just one week after the launch.

    “We’re averaging a download a second, 24 hours a day,” said Anssi Vanjoki, Executive Vice President, Nokia. “When we announced free walk & drive navigation we knew it would be a game-changer. The number of people now using their Nokia for navigation, and as a result looking for more location-aware software, is growing faster than even we predicted.”

    The success of the new version Ovi Maps is a key part of Nokia’s strategy to lead the market in mobile maps, navigation and location-based services. By leveraging its investment in NAVTEQ, Nokia has been able to remove the costs associated with navigation for drivers and pedestrians and is quickly activating a massive user base to which it can offer new location features, content and services.

    “This is great news for our 3rd party application developers. Within a matter of days there is an installed base of more than 1 million active users all potentially hungry for new and innovative location-aware apps,” continued Anssi Vanjoki. “For the operators too there is a growing opportunity to sell more data-plans and a complete navigation package to existing and new customers.”

    As of 31 January 2010 the top five countries downloading the new version of Ovi Maps were: China, Italy, UK, Germany and Spain. The top five most popular Nokia devices installing the download were: Nokia 5800 XpressMusic, Nokia N97 mini, Nokia N97, Nokia 5230 and Nokia E72.

    “There is a huge appetite for GPS navigation on mobile phones. We estimate there were already 25.9 million people actively using GPS navigation on their mobile phones at the end of 2009,” said Chris Jones, VP & Principal Analyst at research firm Canalys.

    From next month, all new Nokia GPS-enabled smartphones will include the new version of Ovi Maps, pre-loaded with local country map data, with high-end walk and drive navigation and access to Lonely Planet and Michelin travel guides at no extra cost.

    Ovi Maps covers more than 180 countries with car and pedestrian navigation for 74 countries, in 46 languages, and traffic information for more than 10 countries. There are more than 6000 3D landmarks for 200 cities around the world. Lonely Planet and Michelin guides have information on more than 1,000 destinations globally.

    Apple has been urged to provide more specific guidelines on suitable content for iPhone applications after it pulled one that had apparently been downloaded by nearly a million people.

    Many apps are available for the iPhone

    The app, called Wobble iBoobs, allows users to watch breasts bounce – but it has been withdrawn from the Apple store following “numerous complaints” from customers.

    It is thought to have been on the market for several months and is said to have made more than £150,000 in sales.

    According to the developer ChilliFresh, Apple sent it an email which said the app had originally been deemed suitable for distribution.

    But Apple had now changed its guidelines, adding: “We have decided to remove any overtly sexual content from the App Store, which includes your application.”

    However, ChilliFresh suggested Apple needs to be more specific, adding: “How can it be overtly sexual, people use their own pics.”

    In a statement on its website, it also said: “They have changed their standards, but they don’t actually say what those standards are now, nor what those standards were before! No guidelines provided at all!”

    Nokia is today strengthening its CDMA portfolio with the announcement of three new CDMA mobile devices: Nokia 6316s, Nokia 3806 and Nokia 1506. Together this new line-up highlights Nokia’s continued commitment to CDMA as a major standard in key markets around the world.

    The Nokia 1506 is expected to become available in China at the end of 2009, while the Nokia 6316s and the Nokia 3806 are expected to become available during the first quarter of 2010.

    Nokia today initiated a charger exchange program, in which consumers owning certain Nokia-branded chargers manufactured by a third-party supplier are recommended to exchange these chargers for free replacements.
     
    During a routine quality control process, Nokia identified a potential product quality issue with certain chargers manufactured by one of its third-party suppliers. The plastic covers of the affected chargers could come loose and separate, exposing the charger’s internal components and potentially posing an electrical shock hazard if certain internal components are touched while the charger is plugged into a live socket. Nokia is not aware of any incidents or injuries related to these chargers.
     
    Only a limited number of chargers of certain model types manufactured by a single third-party supplier during a specific time period are within the scope of the exchange program. They are the AC-3E and AC-3U models, manufactured between June 15, 2009 and August 9, 2009; and the AC-4U model, manufactured between April 13, 2009 and October 25, 2009.
     
    For more information, including how consumers can check to see if their chargers are part of this exchange program, Nokia has established a website. Consumers are asked to visit http://chargerexchange.nokia.com or their local Nokia website.
     
    Nokia recommends consumers with chargers within the scope of this exchange program to stop using the charger and exchange it for a free replacement.

    Nokia N97 Mini

    Nokia N97 mini now available in stores
     
    Espoo, Finland. – Nokia has released a new Nokia N97 software update 2.0 that adds new user experience elements and functionalities to the device. The standard version of the Nokia N97 software update 2.0 is available immediately through the PC on the Nokia Software Update website (http://www.nokia.com/softwareupdate), and will be followed by a wide range of country and operator versions over the coming weeks as well as possibility to do the update over-the-air.  
     
    Also this week, Nokia N97 mini makes its big debut in stores. With its stainless steel cues, the Nokia N97 mini is designed for style-conscious people who are active with social networks. The device features a tilting 3.2″ touch display, QWERTY keyboard and fully customizable homescreen. The Nokia N97 mini features same software with the Nokia N97 and will be in stores with an estimated retail price of EUR 450 before taxes and subsidies.

    Nokia World Forum

    Beijing, China – Nokia today announced the Nokia 6788, its first device for TD-SCDMA – China’s domestic 3G standard, at an event in Beijing. The Nokia 6788 is the result of close collaboration between Nokia and the world’s largest mobile phone operator, China Mobile.

    Speaking at the event, said Olli-Pekka Kallasvuo, CEO of Nokia: “Nokia sees TD-SCDMA as being central to the successful evolution of 3G in China, and so is fully committed to this 3G standard. With a wide range of integrated China Mobile applications, the Nokia 6788 marks a new level of collaboration with China Mobile and offers enriched experiences to China’s 3G users. Nokia plans to introduce more TD-SCDMA phones in the near future, further boosting the development of this 3G standard in China.”

    “We are excited to see the launch of Nokia 6788,” said Mr. Lu Xiangdong, Vice President of China Mobile Communications Corporation. “With extensive experience in the China market, Nokia will provide Chinese consumers with TD-SCDMA solutions that are perfectly catered to their needs.
